DEPARTMENT FUNCTION/JOB OVERVIEW
Responsible for the delivery of high quality services, financial management, policy, procedure and protocol development and personnel functions for Facilities and equipment maintenance, maintenance of hospital grounds, security, parking, energy management and maintenance of external properties. Responsible for personnel functions of assigned staff including, but not limited to, daily supervision, performance reviews, selection, hiring, orientation, scheduling, coaching, and discipline. Responsible for maintenance and updating of policies, procedures, job descriptions and performance review forms for Maintenance staff. Ensures organizational financial and quality outcomes including budget planning, data collection and reporting, establishing and adhering to financial and quality metrics, and capital equipment planning and procurement. Responsible for daily operations as well as internal and external customer relations management. Deals with confidential information and must use sound independent judgment and discretion in decision-making and problem-solving. Assists Director of Facilities with other functions as assigned. Work will be performed in an ethical and legal manner following organizational policies, processes, protocols and procedures. Responsible for quality service delivery and internal/external customer relations for Madonna as a whole, including upholding the mission and values for the department and facility.
ESSENTIAL FUNCTIONS
(INFORMATION)
- Compile and coordinate departmental policies, procedures and protocols to ensure highly reliable and quality service delivery.
- Develop, coordinate, analyze and compile appropriate departmental goals and objectives to ensure quality service.
- Compile, analyze, compute and coordinate operational budgets for the maintenance function that reflects departmental and hospital goals in order to maintain expenses and revenues within acceptable limits.
- Coordinate, compile and analyze staff workloads to maximize efficiency of service delivery as well as to develop and implement contingency plans addressing occupancy and staff fluctuations.
- Maintain the maintenance functions in accordance with professional, federal, state and hospital regulations/ guidelines.
- Maintains leadership responsibility for Fire Safety, including fire drills, generator testing, above ceiling inspection/permitting, fire extinguisher checks/maintenance, fire sprinklers, ILSMs, etc.
- Ensure the completion of Pre-Construction Risk Assessments (PCRA) prior to new construction, renovations or repairs as per the policy/procedure as well as auditing the completion of work for life safety compliance.
- Maintain and improve a method of handling customer requests and problems in a timely fashion.
- Synthesize, coordinate, analyze, compile, and compute accurate, meaningful productivity measures (including benchmarking), monitoring outcomes on a routine basis and taking effective actions to meet such standards.
- Schedule and direct the activities and duties of maintenance personnel to provide the most efficient and safe means of preventative maintenance, equipment repair, and facility and grounds maintenance.
- Devise, analyze, and monitor programs and schedules for efficient operation of equipment and machinery.
- Program, monitor, and adjust when necessary control points in the Building Automation System (BAS) to optimize building efficiency as well as serve as the subject matter expert.
- Maintain responsibility and oversight for the Security Camera system as well as the Access Control System, including key and badge management.
- Maintain and ensure a safe environment for the department. Handle and operate all necessary equipment and perform required duties according to established safety standards to maintain compliance with regulations and prevent injury.
- Knowledge of related regulatory agency rules and regulations to include, but is not limited to, CARF, OSHA, Nebraska Department of Environmental Quality, Environmental Protection Agency and Resource Conservation and Recovery Act to ensure compliance.
- Provides oversight and responsibility for contract services in support of Facilities, Grounds and Environmental Services.
(PEOPLE)
- Interview, select, hire, evaluate, and terminate personnel of the maintenance department and external contracted services.
- Mentor, instruct, and supervise assigned employees on a regular basis to achieve goals and objectives, ensure compliance with the policies and procedures of the hospital, and maintain open communication regarding day-to-day operations.
- Instruct and orient new staff to departmentâ??s goals, objectives, policies, procedures, and Madonna's mission to ensure quality service delivery.
- Communicate with staff on individual performance appraisals to ensure quality service delivery and retention of employees.
- Follows instruction from supervisor to perform other functions as assigned in order to achieve the goals within the department.
- Model the values of the hospital through appropriate behavior.
(THINGS)
- Maintains a clean, organized and safe environment. Handles and operates all necessary equipment and performs required duties according to established safety standards to maintain compliance with regulations and prevent injury.
- Operate personal computer to create projections and analyze hospital data.
- Must operate telephones, computers, (Microsoft office software), email, voice mail, and other required equipment and software as required for the position efficiently and effectively.
- Provides and operates motor vehicle and travels as necessary in order to fulfill facility management duties.
PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS
This position requires the person to be standing approximately 30%, walking approximately 35%, and sitting approximately 35% of the time. Up to 50% of time is climbing, twisting, bending, stooping, crouching; in the absence of maintenance personnel and assistance of present personnel, as well as the need to assist grounds personnel with emergency situations and duties in severe and extreme weather conditions. Requires mobility to patrol premises to check safety issues of the facility regularly. Ordinary talking and hearing to answer inquiries by telephone or in person continuously. Seeing acuity near and far continuously with depth perception. Lifting up to 50 pounds maximum with occasional carrying of up to 25 pounds. May be exposed to biohazardous materials. Requires flexibility of schedule working early morning, days, evenings, nights, weekends as needed in order to meet the business needs or the department, campus and facility. Mobility required to travel to scheduled events or meetings as needed.
QUALIFICATIONS (Education/training and/or experience)
Must possess high school diploma or equivalency. Three years' relevant work experience in a like sized institutional setting of which two years must be in management/supervisory capacity. Management/supervision must include planning, budgeting, organizing, staffing, controlling, problem solving, monitoring. Additional applicable work experience may be considered in lieu of formal education. Must possess sufficient knowledge and skill in the areas of institutional maintenance (HVAC, plumbing, carpentry, boiler operation, electricity, and/or energy management) to manage the maintenance department. Mechanical, electrical or construction management degree/certifiÂcation/license from an accredited vocational technical school preferred. Certification as a Certified Healthcare Facility Manager (CHFM), Certified Maintenance Reliability Professional (CMRP), Certified Facility Manager (CFM) or equivalent is preferred.
Must possess excellent verbal and written communication skills. Requires knowledge of management principles and skills. Must have demonstrated skills in planning, delegation, time and project management skills. Must have current valid Nebraska driverâ??s license and submit a copy of current driverâ??s abstract reflecting a good driving record.
